I-T Challenges Based on Continuous Observations Through the IPY (or PRIMO II)
The International Polar Year (IPY) has begun. On March 1, 2007 an extremely aggressive ISR observational campaign began. The European EISCAT and NSF AMISR Incoherent Scatter teams are planning on running the EISCAT Svalbard and AMISR Poker Flat ISR on a low duty cycle continuously for the IPY. The NSF's other ISR facilities will complement this unique data base with, where possible, twice per month 32 hour runs. As these observational data streams grow and scientific analysis proceeds, the stage is set for a particularly exciting community wide, observation-model-theory challenge.
The IPY occurs during a period of extremely weak geomagnetic activity; hence, the conditions are ideal to investigate how coupling from the lower atmospheric regions affects the ionosphere and thermosphere (I-T). This is an invitation for all I-T modelers to get involved in modeling the IPY, forecasting the remaining IPY period, and comparing their results with others, both models and observations.
This workshop will promote a "PRIMO" format in that all modelers and observers including, but not limited to, the above mentioned ISRs are relevant participants. At this kick-off workshop the observing community will provide an overview of the first 3 months of IPY including an expos? of the unexpected. The modelers will be given the opportunity to identify themselves as well as present their first predictions for the IPY year long observations. The open workshop format is then to take input and debate from those present. It is hoped that this is the first of several such workshops over the IPY period. Although focused on the unique high latitude IPY aspect, the relevance to eGY and IHY is appreciated and not excluded. To get involved, contact Jan Sojka, or one of the other organizers. Observations from 5 ISRs were presented: PFISR,ESR,SONDRESTROM ISR,MILLSTONE HILL ISR, and IRKUTSK. Modeling results were reported from 8 models: CTIPe,USU-GAIM,NCAR-HAO,UofMichigan,NOGAPS-ALPHS,IFM,TDIM,and TIEGCM. 32 participants signed in.
ISR data sets are excellent, accuracy is very high and altitude coverage is very complete. Madrigal is agreed to be a prime location for all the observations and model runs. Observers need to provide "level 4" quality parameters such as hmf2,nmf2, TEC on TBD grid, altitude and time resolution.
- Models need to use NRL-MSIS obtained from NRL.
- Models need to use most recent WHM when available.
- SuperDARN electric potential maps should be a common models EXB driver.
- AMIE and other assimilated electrodynamics should also be made available.
- Modelers are encourage to run for each ISR an IPY forecast of their models driven by F10.7=70 and Kp=2+. (these data should be reduced to single parameters in a day of year versus UT (LT) plot)

A number of participants had formed an international team and applied to the International Space Sciece Institute for support for a series of focussed workshops, Towards more effective physics-based and statistical models of the polar ionosphere’. It was announced at the workshop that the bid had been evaluuated as of high scientific value and relevance and approved for implementation. Detailed planning would now start; potential new team members should contact Tony van Eyken as soon as possible.

(B) ISR level 4 data
The discussions at the workshop requested that the ISR teams create "level 4" data streams of NMF2, HMF2, and TEC for the IPY campaign mode observations. This provides the easiest first quantitative comparison for the OBS-OBS, MODEL-MODEL, and OBS-MODEL data sets. Clearly as we proceed other parameters will be needed. (all please provide discussion/questions by editing).
(C) IPY Model Prediction
I believe that many of the models can be run for the IPY first year in a default climatology mode. This would be:  start on 1 march 2007,  F10.7=F10.7A=70.,  kp= 2+,  run for ESR,PFISR,Sonde,Millstone, and IRKUTSK. (all please provide discussion/questions by editing).
(D) Convection from SuperDARN
I have talked with Mike, Bill, and Simon from the SuperDARN team and they are on board. On board means that they will provide us each probably CD's with convection, Electric potential, latitude longitude data every 2 minutes. We agreed that March 2007 would be the test period. In good vintage FORTRAN I requested the following interface:
- call superD_PHI(IY,ID,UTHR,DLAT,DLON,PHI,IOK)
- where IY,ID,UTHR are input year,day of year,and UT hour. ( 2007,68,14.56762)
- where DLAT,DLON are input magnetic latitude (deg) and magnetic local time (hours)
- where PHI is output electric potential in KV
- where IOK is output PHI condition flag, =1 OK, =0 no data, =negative bad value
Hence SuperDARN will provide a subroutine that reads the coefficient data base and gives us a non-reinterpolated 2-D data set which we would be reinterpolating. (all please provide discussion/questions by editing).
